In a conference on 17 March 2020, the Minister of Social Affairs and Employment, Minister Koolmees stated that the regulation concerning reduced working hours is impracticable. 78,000 applications were submitted during the last few days and the website crashed and is out of order now. To illustrate: in other years, about 200 applications were submitted per year.

Temporary Emergency Measure to Cover Wage Costs (NOW)
An entrepreneur who expects a loss of turnover (at least 20%) can apply for a salary contribution for a period of three months (maximum 90% of the wage bill, depending on the loss of turnover) at the UWV. An advance of 80% of the requested contribution may be granted by UWV. This allows companies to continue to pay their employees. The condition is that no employees will be dismissed for economic reasons during the subsidy period. This Temporary Emergency Measure to Cover Wage Costs will take effect as soon as possible and will replace the current regulation concerning reduced working hours. It is not possible to file a new application to the Ministery of Social Affairs and Employment with immediate effect. Applications that are filed but have not yet been processed will be included in the new scheme. Entrepreneurs can apply for a compensation for a loss of turnover from 1 March 2020.
What's next?
The regulations of the Ministery of Social Affairs and Employment will take effect as soon as possible. We have to wait and see when this happens.
